When I first started working on the Install & Licensing team in 2010, this tool was hot and everyone was using it. The program was actually used to uninstall Office 2003/2007/2010 product but it could do much more, it could uninstall ‘anything’ so we used it to uninstall AutoCAD as well.
Suddenly, Microsoft pulled it from their site:

If you have archived this tool in your bag of tricks. Please stop using the Microsoft Cleanup Utility!
Please use this tool with caution if you are on Windows Vista or Windows 7 and back up your registry!
